This is a Parmar Venture Ignitor (Model PXE2K0486) designed for high-intensity discharge lamps. It is rated for 2000W Metal Halide lamps and operates at 380/440V. The unit features an aluminum casing with a 3-pin terminal block on top. These are new old stock so they do have marks from storage. But they are still good and usable.
